The reason why players say this is because when you pick up most items, you should be checking all four things and doing them in the order they come up. If you can craft with the item and it's relevant to be crafting for a Work Order or leveling a crafting skill you want to increase now, then hold onto the item. If not, see if the item can be given to an NPC you are trying to be friends with for a reasonable amount of Favor, if so, do it. Lastly, check to see if the item is used in any Barters. If so, keep it for that. If none of these things matter to you, and you don't have the space, then sell the item to whoever will buy it.
